Abstract

We report the discovery of anomalous phase coherence in post-UTC residuals of the international atomic clock network maintained by the Bureau International des Poids et Mesures (BIPM). Analysis of 75 laboratories (2,775 unique pairs) over the period 2006–2024 reveals two latent fields explaining approximately 50% of pairwise phase-locking variance, operating primarily in the 8–12 day frequency band. The coupling is non-propagating, globally simultaneous, and amplitude-modulated on timescales of months to years. A structured four-phase candidate elimination program systematically tests geographic dependence, electromagnetic environmental forcing, clock technology composition, and infrastructure masking dynamics. No terrestrial mechanism explains the coupling in infrastructure-independent laboratory pairs. Infrastructure variables—primarily the transition from TWSTFT to GPSPPP time transfer—explain 30–45% of the temporal amplitude modulation in infrastructure-coupled groups but have minimal explanatory power for geographically independent pairs (R² = 0.21, all regression coefficients ≈ 0). Breakpoint analysis reveals a two-tier temporal structure consistent with differential infrastructure masking. Adversarial null controls (circular-shift permutation, block permutation, frequency-shifted bands, phase-randomized surrogates) fail to reproduce the signal. Effect sizes are substantial (Cohen's d = 0.6–0.9). A minimal toy model—a global scalar field with lab-specific coupling coefficients—reproduces all observed features. Independent replication using UTC-bypassing fiber-link data (Clivati et al., INRIM–SYRTE, 2,000 km) shows consistent 8–12 day power and zero-lag cross-correlation. The phenomenology is interpreted within an emergent causality framework in which temporal modulation of a dimensionless activation parameter changes the visibility of a weak global phase component in quantum observables without violating external causal order. Seven testable predictions are presented, including framework-specific tests involving coherence-parameter nonlinearity and decoherence suppression in next-generation multi-ensemble optical lattice clocks.
