Economic Sustainability and Social Cost-Benefit Analysis of Large-Scale Cultural Infrastructure: An Exhaustive Simulation of the Sendai City New Music Hall Project
Abstract
This study provides a rigorous economic evaluation of the proposed 64.6 billion JPY New Music Hall in Sendai City, Japan. Against a backdrop of severe demographic contraction, we employ a dual-framework approach: Full-Cost Accounting (FCA) to assess fiscal equilibrium and Social Cost-Benefit Analysis (CBA) to measure net social welfare. Through an exhaustive simulation of 17 construction cost scenarios, the data demonstrates that projects exceeding a 3 billion JPY threshold inevitably result in catastrophic fiscal failure. Crucially, we identify a systemic oversight in current policy-making: the "loss minimization" model established in academic literature in 2013 remains unacknowledged in the 2026 planning phase.
