Abstract

Atlas I is the Phase I regime-map reference of the CoreLumen program.It fixes the regime taxonomy (R1–R4), invariant variables, and Structural Charter v1.0 compliance assumptions.This document introduces no dynamical, statistical, or selection layers.It serves as the frozen structural backbone for Atlas II–V.This release is an archival structural record (Zenodo reference), not a journal submission.
