S³P — Sovereign Systems Safeguard Protocol v1.0: A Voluntary Layered Governance Framework for Advanced AI Systems
Abstract
S³P (Sovereign Systems Safeguard Protocol) v1.0 is a voluntary, layered governance framework for advanced AI systems. It is designed as a complementary overlay to existing regulatory and compliance standards, with emphasis on auditability, operational integrity, long-horizon drift monitoring, autonomy containment, and proportional safeguards. The framework introduces a three-layer structure: Layer 1 — Operational IntegrityFocused on baseline system auditability, reproducibility, logging discipline, and intervention traceability. Layer 2 — Advanced Autonomy ContainmentFocused on oversight mechanisms for systems exhibiting extended autonomy, adaptive behavior, or reduced human-in-the-loop supervision. Layer 3 — Sentience Contingency ActivationA precautionary and dormant layer outlining structured response pathways should future systems demonstrate characteristics requiring elevated ethical review. S³P does not replace statutory law, national policy, or established governance bodies. It does not function as a certification authority. Instead, it provides a structured starting framework for organizations seeking to integrate layered ethical safeguards into system design and deployment from the outset. The protocol is intentionally modular and scalable. Organizations may adopt S³P in full or implement individual layers based on system capability, autonomy level, and operational risk profile. It is designed to support proportional adoption rather than mandate comprehensive restructuring. This document represents Version 1.0 — Initial Public Release (February 2026).
