Abstract

This working paper presents a formal systems-theoretical extension of the Complex Rigidity & Temperature Index (CRTI) as a structural diagnostic framework for governance vulnerability in complex adaptive systems (CAS). The model conceptualizes systemic instability not as a moral or behavioral category, but as an emergent macro-structural phenomenon resulting from structural compression (R) and reduced feedback permeability (Φ). Systemic “temperature” is defined as the ratio T = R / Φ. The paper hypothesizes that governance vulnerability increases non-linearly as T approaches a critical threshold (Tc), beyond which accountability diffusion and resonance muting become structurally probable. A sigmoid transition model formalizes this threshold behavior, suggesting that institutional systems may remain apparently stable until compression-induced tipping dynamics are activated. The contribution of this paper lies in reframing corruption vulnerability as a function of architectural conditions rather than individual intent. The CRTI does not measure corrupt acts directly; instead, it functions as a macro-structural early-warning indicator for conditions under which governance instability becomes statistically more likely. The study integrates concepts from complex adaptive systems theory, institutional economics, thermodynamic analogies in open systems, and network theory. It proposes a hierarchical information-flow model and outlines an empirical validation pathway using measurable proxies such as budget rigidity ratios, decision traceability metrics, and institutional redundancy measures. This paper contributes to governance research by offering a quantifiable framework for analyzing structural fragility in organizations and institutional systems under conditions of increasing systemic compression.
