Abstract

This document provides a structured legal and regulatory extension to the Orbita Prime – Human Readiness & Safety Framework for Space Activities (v1.0). It introduces a comprehensive set of proposed legal provisions, regulatory amendments, and alignment mechanisms designed to integrate human readiness, safety, and institutional responsibility into European Union and international space governance frameworks. The proposal addresses a structural gap where technological and operational standards are defined, while the human dimension of participation remains insufficiently regulated. The document establishes a human-centered regulatory approach, defining human readiness as a precondition for participation and introducing accountability across all phases of space activities.
