Abstract

This document, Orbita Prime – Regulatory Alignment & Impact Assessment: Human Readiness & Safety in Space Activities (v3.0), provides a comprehensive regulatory extension to the Orbita Prime framework. It builds upon previously published documents: – Orbita Prime – Human Readiness & Safety Framework for Space Activities (v1.0) – Orbita Prime – Legal Alignment & Regulatory Amendments (v2.0) integrating them into a structured policy architecture aligned with European Union and international governance standards. The document introduces a detailed regulatory analysis, including: – identification of regulatory gaps in current space governance frameworks – alignment with European Union principles and international space law – structured comparison with existing regulatory models – a comprehensive impact assessment – implementation pathways and policy recommendations A central focus of this work is the recognition of Human Readiness & Safety as a missing regulatory layer within current space governance systems. While existing frameworks primarily address technical, operational, and engineering standards, this document introduces a human-centered approach covering: – physical readiness – psychological resilience – informed consent – post-mission recovery and long-term monitoring The document further provides: – EU-style regulatory alignment tables – gap analysis and policy mapping – implementation roadmap – institutional coordination models – a comprehensive explanatory memorandum This policy proposal is intended to support: – European Union institutions – UNOOSA – space agencies – regulatory bodies – research and policy organizations in developing future governance frameworks for safe and responsible human participation in space activities. The Orbita Prime initiative aims to establish a new standard in space governance: A model where technological advancement is aligned with human safety, responsibility, and long-term well-being. This document constitutes an original policy framework and serves as a reference for institutional dialogue and potential regulatory development.
