Results-Based Monitoring and Performance Governance Framework for TSF Pillar III Operations in Fragility and Resilience Contexts

This technical framework presents a results-based monitoring and performance governance model designed for institutional strengthening operations under the Transition Support Facility (TSF) Pillar III. The framework aligns with fragility and resilience programming principles and integrates conflict sensitivity, climate resilience, and inclusivity into performance tracking mechanisms. This document was independently developed and formally submitted to the African Development Bank (AfDB), Transition States Coordination Office (RDTS), in February 2026 as part of a consultant application process.
