D10Z–MIZAN LicenseReceipt v0.1 — Commercial Authority Gate (Waqf-Grade)
Abstract
This technical note defines LicenseReceipt v0.1, the deterministic commercial authority gate for the D10Z–MIZAN governance pipeline. The LicenseReceipt is not narrative compliance; it is an execution control: no valid LicenseReceipt → NO_EXECUTION for commercial use under the framework. LicenseReceipt v0.1 encodes: the licensee entity, permitted scope of use, territory/jurisdiction boundaries, term window, non-transferability / no-sublicense clauses (waqf-grade non-capture), revocation triggers, and SYSTEM_HALT conditions. The receipt is canonicalized (sorted JSON), hashed (SHA3-256), and signed (Ed25519) by the Issuer to enable offline verification and deterministic enforcement. This record is released alongside the self-service intake stack (InventionReceipt, BoundaryContract, CertificationReceipt) so that technical admissibility can be proven via replay, while commercial deployment remains explicitly gated by sovereign authority. Operational rule: if commercial execution occurs without a valid LicenseReceipt, the deployment is non-admissible by definition. Keywords: D10Z, MIZAN, LicenseReceipt, commercial authority, execution gate, waqf-grade, revocation, SYSTEM_HALT, SHA3-256, Ed25519
