Technical Maturity and Security Readiness Assessment of Foreign Interference Risks During International Travel – Dual Engine IA Framework 3.0 Application
Abstract
Description This work presents a structured Technical Maturity Assessment (TMA), Security Readiness Level (SRL), Information Risk Level (IRL), System Compliance Statement (SCS), Operational Demonstration Report (ODR), and Risk Heatmap analysis of foreign interference risks targeting researchers, executives, and high-value professionals during international travel. The assessment applies the Dual Engine IA Framework 3.0 – Inter-Institutional Semantic Core (ESA–NASA–EIIS Edition) (DOI: 10.5281/zenodo.17823427), a TRL-9 eligible semantic–predictive evaluation system designed for institutional-grade compliance, validation traceability, and operational forecasting. The analyzed case study is based on Flash Ingérence Économique DGSI #118 (February 2026), which documents real-world examples of: Targeted human intelligence approaches Attempted corruption and coercion Intrusive customs inspections Digital device manipulation and authentication compromise Physical intrusion in hospitality environments Surveillance and informal networking exploitation Methodology The Dual Engine IA Framework operates through: Semantic Core Evaluation Formal risk domain decomposition Threat taxonomy mapping Compliance traceability (ECSS / NASA-STD / EIIS) Verification and validation coherence testing Predictive Engine Modeling Exposure quantification Risk probability scoring Operational performance margin analysis Escalation forecasting The system integrates cross-validation loops ensuring consistency between observed evidence and predictive modeling. Key Outputs 1. Technical Maturity Assessment (TMA) Institutional travel security maturity: TRL 6.8 / 9 Advanced pilot-level readiness, not yet institutionalized 2. Security Readiness Level (SRL) Composite score: 6.2 / 9 Prevention structured but detection mechanisms underdeveloped 3. Information Risk Level (IRL) Critical risk classification: 8.3 / 10 High probability × high impact × high exposure 4. Risk Heatmap Peak exposure phases identified: On-site stay Informal social interactions Airport/customs device handling 5. System Compliance Statement (SCS) Partial compliance with ECSS-Q-ST-80 and NASA-STD V&V Structured doctrine present, but enforcement gaps remain 6. Operational Demonstration Report (ODR) Prepared individuals show >80% risk reduction Lack of preparation correlates with 65–80% leakage probability Main Findings Foreign interference during international travel is systemic, scalable, and hybrid (human + digital + procedural). Airport and hospitality environments constitute high-density vulnerability nodes. Institutional awareness exists but remains unevenly implemented. Hardware-based authentication enforcement, forensic post-travel certification, and standardized national protocols are required to reach TRL 9 operational maturity. Contribution This deposition demonstrates how the Dual Engine IA Framework 3.0 can: Quantify institutional security maturity Map operational vulnerability surfaces Provide standardized scoring (TRL, SRL, IRL) Produce compliance-aligned documentation suitable for ESA/NASA/EIIS evaluation contexts Support evidence-based policy design for economic security and scientific protection The work contributes to the formalization of international travel security risk assessment as a measurable, maturity-driven institutional capability.
