Abstract

Abstract: In alignment with its strategic ambition to become a Global Maritime Fulcrum, Indonesia requires a resilient naval force capable of maneuvering through intricate security landscapes. This research investigates the evolution of leadership paradigms within the Indonesian Navy (TNI AL), focusing on institutional adaptation to rapid technological disruption and fluctuating geopolitical tensions in the Indo-Pacific. Adopting a qualitative approach through systematic literature review and thematic analysis, the study delineates a triadic framework of transformation: technological proficiency, strategic human capital development, and organizational agility. The findings suggest a fundamental shift from rigid, hierarchical command structures toward a more adaptive, transformational leadership model. This transition is essential for upholding maritime sovereignty and ensuring institutional readiness against the multifaceted challenges of the 21st century.
