THE ROLE OF HUMAN RESOURCE IN DEVELOPING DYNAMIC CAPABILITIES AND ORGANIZATIONAL RESILIENCE.
Abstract
In an era of heightened volatility, developing dynamic capabilities—the firm's ability tointegrate, build, and reconfigure resources to address changing environments—is paramount forsustained competitive advantage. This paper posits that the Human Resource (HR) function is acritical architect of these capabilities, fundamentally shaping organizational resilience. We arguethat HR systems and practices foster resilience by cultivating the underlying micro-foundationsof dynamic capabilities: strategic human capital, a supportive organizational climate, andempowered processes. Specifically, we examine how strategic talent agility, continuous learningecosystems, and psychologically safe climates enable sensing opportunities and threats.Furthermore, we analyze how decentralized decision-making, facilitated by HR through effectivejob design and leadership development, enhances an organization's capacity for seizinginitiatives and transforming its resource base. Drawing on integrative literature from strategicHRM and dynamic capability theory, this conceptual article develops a framework thatdelineates the pathways through which HR contributes to organizational adaptability androbustness. The study concludes that HR's strategic role extends beyond aligning with businessstrategy to actively building the human and social capital that constitutes the organization's coreadaptive capacity, offering key implications for both theory and managerial practice in buildingresilient enterprises.
