Abstract

The Tiered Implementation Model (TIM) solves a real adoption problem: “A one-size-fits-all approach to AI governance is destined to fail.” Additionally, “Robust Governance is too heavy for small orgs.” As part of the Ethical Functionality without Agency (EFA) ecosystem, TIM gives you three tiers (Enterprise/ Business/Essential) with tier-specific requirements for HEAR, REL, SEF, SCTA, and steering committee. It keeps the non-delegation principle absolute (“even Tier 3 must enforce human approval for Class M/H actions”).
