THE ROLE OF LAND MANAGEMENT IN THE ALLOCATION OF STATE SUBSIDIES IN PEASANT (FARMER) FARMS
Abstract
The article examines the role of land management in the effective allocation of state subsidies in peasant (farmer) farms. Under the conditions of modern agrarian policy, the proper design of the subsidy mechanism is closely linked to the efficient management of land resources. Land management is of great importance in terms of the legal and economic organization of land plots, the determination of boundaries, the optimization of land distribution, and the planning of agricultural production. The study analyzes the impact of land management measures on subsidy policy, as well as the effect of land use structure on the targeting and efficiency of subsidies. As a result, it is determined that the improvement of the land management system creates conditions for a more objective, transparent, and economically justified distribution of state support. The development of the agricultural sector in Azerbaijan occupies a special place in state policy and successive reforms are being implemented in this direction. In particular, subsidy mechanisms have been created to strengthen peasant and farm households, and the process of their provision has begun to be organized through modern electronic platforms. Land management plays an important role in the objective and transparent determination of subsidies. Land management is a complex system of measures that includes planning, measuring land plots, specifying their boundaries and ensuring the efficient use of land resources. This process allows for the proper management of land resources and targeted delivery of state support. Regulatory and legal basis of agricultural subsidies - In the Republic of Azerbaijan, agricultural subsidies are implemented as an integral part of the state agrarian policy. Information was provided on the fact that the subsidy mechanism can be aimed at strengthening the financial stability of agricultural producers, reducing production costs and increasing their competitiveness. The Ministry of Agriculture of the Republic of Azerbaijan provides various types of subsidies to agricultural producers in the fields of agriculture, crop production and animal husbandry. A total of 77 million 154 thousand manats of subsidy funds were allocated to 217 thousand 617 farmers in connection with autumn sowing. Land management combines functions such as determining the legal status of land plots, specifying their boundaries, optimizing land distribution and rationally forming the production structure. These factors are considered the main indicators determining the targeting and result-oriented nature of the subsidy mechanism. In the current conditions, the systematic organization of land use and the formation of a reliable information base allow for a more targeted targeting of state support. In this regard, the study of the role of land management in the process of providing subsidies to peasant farms is of both theoretical and scientific importance, and creates an important basis for improving management mechanisms at the practical level. As a result, the effective determination of state subsidies in peasant farms directly depends on the scientific organization of land management. Proper planning of land resources in each of the fields of agriculture, crop production and animal husbandry ensures the fair and transparent implementation of the subsidy mechanism. For the sustainable development of the agrarian sector in the Republic of Azerbaijan, it is of great importance to conduct land management work based on modern technologies, expand land consolidation and digital mapping. Thus, land management, in addition to being the main mechanism for the correct distribution of state subsidies, plays a strategic role in increasing productivity in agriculture and improving the social well-being of farmers.
