FINAL_MISSION_PACK v1.0 — MIZAN/D10Z Evidence Harness (Claim Replay + HAP v2 Attestation + Proof Sidecar API + Sovereign Pilot Pack)

This release is a DOI-ready, artifact-first evidence pack designed for sovereign-grade due diligence. It provides: (1) a deterministic Claim-1 replay bundle with typed inputs, SHA-256 custody, verifier PASS, and robustness runs (10× same-seed determinism + 30-seed p50/p95/p99); (2) a Phase-0 HAP v2 attestation pack with an offline verifier and GOOD/BAD test vectors (PASS/FAIL); (3) a minimal Proof Sidecar API exposing attest/verify/policy_hash/health/metrics with receipt-based outputs; and (4) a one-page Sovereign Pilot Pack summarizing only MEASURED results, kill-criteria, and baseline comparison gates. The intent is to enable “autonomy with receipts”: replayable, policy-bound evidence chains suitable for regulated infrastructure deployments.
