Abstract

We confront the kinetic completion B' (K(X) = X + X^2/X_*) with SPARC rotation curves for NGC 6503, NGC 2841, and DDO 154. Joint fit yields beta = 2.676, X_* = 5.46e-57 m^-2 with chi^2 values competitive with MOND. Cassini PPN analysis reveals a 1.48x tension with the bound |gamma-1| < 2.3e-5, motivating the two-scale extension B'' developed in Paper IX.
