Abstract

We introduce the two-scale kinetic completion B'' with K(X) = X + X^2/X_g + X^3/X_s^2, resolving the Cassini PPN tension identified in Paper VIII. The additional X^3 term enhances the PPN screening factor Z via the 15X^2/X_s^2 contribution without altering galactic phenomenology to O((X_g/X_s)^2). The Cassini-compatible window is X_s/X_g in [100, 348]. B'' preserves ghost freedom, gradient stability, and subluminality.
