ABSTRACT: This thesis analyzes the transformation of citizens’ self-government institutions in the Republic of Uzbekistan during the independence period from 1991 to 2020. Particular attention is paid to the development of the mahalla institution and citizens’ assemblies as fundamental forms of local self-governance. Based on the analysis of constitutional provisions, special laws, and presidential decrees, the study examines the main stages of institutional formation and modernization of the mahalla, highlighting its evolution from a traditional community-based structure into a key link between the state and society. The research argues that a distinctive national model of self-government has emerged in Uzbekistan, combining historical traditions with modern democratic principles and mechanisms of civic participation. Keywords: citizens’ self-government, mahalla institution, citizens’ assembly, local governance, independence period, democratization, Uzbekistan
