CoreLumen Stage X : Observational Structural Charter of the CoreLumen Program

This document constitutes Stage X of the CoreLumen Stage Series (v1.0). Stage X defines the Observational Structural Charter v1.0 of theCoreLumen program. It locks the response parameterization basis,data-vector ordering, tomographic and scale policies, covariancearchitecture, nuisance-sector insertion rules, degeneracy-geometryformalism, and rebuild interface requirements governing allsubsequent computational layers. No numerical forecasts are presented. Instead, this document fixesthe constitutional observational architecture within which: - Stage VIII (Computation Layer),- Stage IX (Degeneracy Geometry Layer),- Stage XI (Data Confrontation Layer) must operate. All future CoreLumen observational results must declare compliancewith this charter and identify the charter version under which they operate. Stage X establishes the constitutional baseline of the CoreLumenobservational program.
