Abstract

This technical report synthesizes a market and literature audit of enabling technology (ET) and remote supports (RS) in intellectual and developmental disabilities (IDD) and aging services. Using 45 cited public sources accessed in March 2026, it examines the regulatory and workforce context driving ET/RS adoption, maps the fragmented institutional and academic literature landscape, and presents a redacted analysis of national vendor leadership structures to assess representation patterns within this specialized Medicaid‑waiver market. The report further contextualizes ET/RS implementation through proprietary frameworks introduced in Tech Equity: Freedom Through Enabling Technology, including the Ritmo Framework™, the Enabled Life Model™, the Tech Equity Triangle™, and the Seven Freedoms of ET™.
