VIRTUAL EXCHANGE PROGRAMS: ENHANCING INTERNATIONAL ECONOMICS COMPETENCIES THROUGH CROSS-BORDER COLLABORATIVE LEARNING (COIL) FRAMEWORKS
Abstract
Today's higher education landscape for international economics is caught between two worlds. On one hand, global financial markets are more tangled and interdependent than ever; on the other, the actual physical movement of students is becoming increasingly difficult due to rising socio-economic and geopolitical hurdles. This paper takes a critical look at the Collaborative Online International Learning (COIL) framework—a specialized branch of Virtual Exchange (VE)—as a direct answer to these challenges. While the "study abroad" dream is often sidelined by tight budgets or border restrictions, COIL provides a scalable "internationalization at home" alternative. By leveraging the latest data from the DAAD (2025) and the OECD, this research tracks how real-time, cross-border collaboration sharpens a student's technical economic skills alongside their intercultural "soft skills." Interestingly, the findings show that students in these economics-focused virtual exchanges actually outperform their traditional peers when it comes to navigating complex regulatory landscapes and high-stakes, cross-cultural negotiations. Ultimately, the argument is clear: if we want to meet the Sustainable Development Goal (SDG 4) for inclusive, high-quality education in a digital-first economy, COIL can no longer be an elective—it must be a core pillar of the curriculum
