SAFE-Matter™ Operational Evidence Framework: A Mechanism for Evidencing Present-State Safety
Abstract
Modern safety governance relies heavily on certification, inspection reports, and maintenance documentation to demonstrate compliance with regulatory requirements. These mechanisms confirm that safety systems met defined standards at specific points in time, but they rarely provide direct evidence of the operational condition of those systems at the moment they are relied upon. The SAFE-Matter™ Operational Evidence Framework introduces a governance architecture designed to generate and preserve continuous operational evidence for life-critical safety systems. Devices produce operational condition evidence which is verified, interpreted through a dynamic trust-scoring model, and recorded within a time-anchored evidentiary ledger.By establishing mechanisms for continuous evidence reporting, verification, and enforcement, the framework enables duty holders, regulators, insurers, and investigators to determine whether protective capability existed at the moment reliance occurred. The framework therefore addresses the structural evidentiary gap commonly described as the “Unknown Present,” where safety is inferred from historic compliance rather than demonstrated through contemporaneous evidence.
