Abstract

EN: The infrared benchmark is used to compare UV completions, with sequestering emerging as the strongest route to Newton’s constant. This manuscript is part of a series of 17 papers (A–S). For a compact self-contained guide to the full program, including epistemic levels, falsification roadmap, and all DOIs, see the program summary: https://doi.org/10.5281/zenodo.19218767 Abstract The framework developed so far fixes a sharp infrared target for any UV completion that aims to derive Newton's constant from the QCD vacuum-energy sector. The robust target is not a direct function G_N(alpha_s, m_u, m_d), but a two-block closure map: the QCD block determines (kappa, mu_*), while the UV block must determine the global variables (mu_Lambda, eta_tilde, rho_res). In the minimal sequestering branch, both blocks meet through eta = kappa mu_*^6 eta_tilde / (2 mu_Lambda^4) and G_N = 1/(4 eta). We present the numerical IR target, test the main asymptotic-safety routes, summarize the status of strings and loop quantum gravity, and show that the most promising route is sequestering/4-forms. In that branch, Tier-2 becomes structural, eta is discretized, and the minimal branch implies mu_Lambda = (2 rho_DE)^(1/4) ≈ 2.66 meV, with current determinations from QCD and laboratory data, on the one hand, and from cosmology, on the other, agreeing at the 0.170% level. The complete microscopic closure is left to a companion manuscript.
