Abstract

EN: The sequestering scale is conditionally linked to the lightest neutrino mass, giving 62.01 meV as a benchmark for the mass sum. This manuscript is part of a series of 17 papers (A–S). For a compact self-contained guide to the full program, including epistemic levels, falsification roadmap, and all DOIs, see the program summary: https://doi.org/10.5281/zenodo.19218767 Abstract The scale coincidence between rho_DE^(1/4) and the absolute neutrino-mass scale has been discussed for two decades, but without a microscopic chain tied to hadronic observables. In the complementary series of this program, the IR block fixes rho_DE = kappa_QCD G_N mu_*^6, and the sequestering completion fixes a scale mu_Lambda = (2 rho_DE)^(1/4) ≈ 2.66 meV. In this work we study the minimal and explicitly conditional hypothesis that, after electroweak symmetry breaking, the lightest neutrino mass is set by an effective portal involving a hidden scalar singlet S such that = mu_Lambda. For the benchmark m1 = mu_Lambda in normal ordering, and using NuFIT 6.1 as the oscillation baseline, we obtain m2 ≈ 9.08 meV, m3 ≈ 50.28 meV, Sigma m_nu = 62.01^(+0.27)_(-0.19) meV, m_beta ≈ 9.24 meV, and a phase-dependent interval 0
