DeciRepo Decision Protocol v0.1: Reference Architecture and Verification Model

DeciRepo Protocol v0.1 defines a reproducible artifact exchange surface for decision verification systems. This record documents the protocol contract, reference architecture, and a canonical genesis artifact used for reproducible verification.
