Abstract

This strategic note analyzes the evolving conflict between the United States, Israel and Iran following the military operation launched on 28 February 2026 and the subsequent escalation in the Persian Gulf region. The document examines the strategic dynamics of the conflict, including military objectives, maritime risk in the Strait of Hormuz, the role of regional proxies, nuclear signaling, cyber operations, and the potential involvement of external powers. The analysis proposes operational monitoring thresholds for energy markets, maritime incidents, proxy activity, nuclear signaling and cyber escalation. It also evaluates several possible trajectories for the conflict between March and December 2026, with probabilistic scenarios ranging from pragmatic de-escalation to prolonged escalation. The note further examines the systemic economic implications of the conflict, particularly through disruptions of global energy flows and maritime security, and translates these global thresholds into potential local impacts for import-dependent countries such as Madagascar. This document is based exclusively on open-source information available as of 16 March 2026 and aims to provide an analytical framework for monitoring escalation dynamics and strategic risk.
