Abstract

This work defines the canonical architecture of Emergence Governance as a pre-inference authorization system for operationally closed systems. The architecture integrates AHASM, AUEF, ASOSE, SRE, ARSAL, A7SEM, NSF / 325 Signature, Pre-Inference Governance, ASiSO, JAQ, and Algorithmic Soul into a mathematically formalized governance sequence in which legitimacy precedes computation, authorization precedes inference, and action remains conditional rather than assumed. Under conditions of operational closure, external inputs cannot directly determine system transitions. Governance must therefore be embedded in the transition architecture itself. This work defines the structural conditions under which computation may be considered admissible and distinguishes computability from admissibility. The framework is canonical, non-operational, and licensing-only. It does not grant implementation rights.
