Abstract

EN: The derived MOND law is given a quasi-static completion and tested on LITTLE THINGS, with bounded but genuine support in the best sample. This manuscript is part of a series of 17 papers (A–S). For a compact self-contained guide to the full program, including epistemic levels, falsification roadmap, and all DOIs, see the program summary: https://doi.org/10.5281/zenodo.19218767 Abstract In the companion manuscript of this series, the form mu(x) = x / (1 + x) and a prediction for a0 were obtained from an effective ratio of infrared couplings, but an explicit dynamical realization in the quasi-static regime was still missing. Here we close that gap with a minimal AQUAL/QUMOND-type completion and carry out a blind radial confrontation on the public and reproducible LITTLE THINGS layer. Using a0 = 1.218870 x 10^-10 m s^-2 fixed by Paper I, and with no gravitational retuning, we obtain for the Tier A primary sample of eight galaxies (399 radial points) a median Delta_g_tilde = -0.076 dex, a robust scatter sigma_MAD = 0.118 dex, and chi_nu^2 = 6.85. The nuisance mode, which allows only a per-galaxy stellar rescaling of ±0.1 dex, changes these figures only marginally. By contrast, the full 17-galaxy overlap and the extended 26-galaxy sample degrade rapidly, in the direction anticipated by the systematics budget, which localizes the reliable information of the test in the primary sample. The central result is twofold: an explicit quasi-static realization of the derived mu, and a quantitative, bounded but genuine validation of that same law in deep-MOND dwarf irregulars under a pre-registered quality hierarchy.
