Abstract

This early public note establishes the conceptual position, technical scope, and custody model of the Tinkuy Node Pair (PNT v1.0): a research architecture designed to produce Joint Custody Event Records between two distinct custodians under conditions of non-connectivity. Its evidentiary basis is the Arequipa/Uchumayo case, COEN-INDECI Complementary Report No. 2463 of February 24, 2026, Report No. 10, which documents the emergency caused by intense rainfall in the province of Arequipa. The file preserves evidence of five days of interinstitutional activity in the district of Uchumayo: one death documented by the PNP on February 19 at 22:24, EDAN activated from the first day, and two Army deployments in coordination with the local authority — while that same district still appeared as “Emergency not registered in SINPAD” at the close of the report. The structural reading that best fits this contradiction does not point to an absence of action in the field, but rather to the lack of a native primitive for recording the shared coordination event between distinct custodians: a condition this note refers to as Coordination Record Fragmentation. The PNT is presented here with a deliberately narrow scope: two nodes of equal hierarchy, under separate custodianships, operating offline, with physical co-presence required for reconciliation, no transfer of keys, no capture of the original, and no replacement of existing national systems. This publication does not constitute operational validation and does not impose any obligation of adoption on any entity mentioned. It should be read as a research note situated within the framework of Reciprocal Intelligence (IR v1.0) and PKS v1.1 — the Sovereign Khipu Protocol, in continuity with the line of work published by HigherSelfForge Ltd. between 2025 and 2026. The scope of this note is limited to the institutional application of the diagnosis. Potential applications involving communities — institution-community or community-community coordination — require separate informed consent processes, conducted through the legitimate authorities of each community and at their own pace, and will be addressed in later publications.
