SAFE-Matter™: The Evidential Safety Governance System

This paper defines the computational and operational mechanisms by which system condition is evaluated and enforced within the SAFE-Matter™ framework. It establishes how evidence is translated into Trust Scores, how those scores are deterministically adjusted over time, and how they drive non-discretionary enforcement outcomes. The model removes interpretative judgement by ensuring that equivalent evidential conditions produce consistent and auditable system behaviour.
