Abstract

Fibonacci Causal Loop Theory (FCLT) identifies the turbulent energy cascade as a physical instantiation of necessity recursion in scale space. The Kolmogorov −5/3 spectral exponent satisfies |−5/3| ≈ φ with phi-deviation δ = 0.030, within the strong convergence threshold (δ < 0.05) established across the FCLT series. A secondary result holds for the first-order velocity structure function exponent ζ₁ = 0.364 ≈ 1/φ² = 0.382 (δ = 0.047). The mechanism is grounded in KAM stability theory: φ is the maximally irrational cascade ratio selected by necessity recursion. Higher-order anomalous scaling exponents ζ_p (p ≥ 3) are explicitly stated not to follow φ-scaling. Composite FCLT Structural Coherence Index (CSCI) = 0.708. Three falsifiable predictions provided.
