Threshold of the White Night / 白夜の臨界: A GI Theory Case Study in Arctic LNG Insurance Risk and Geopolitical Weaponization of Legal Voids (2028–2029)
Abstract
This volume is the 13th work in the GI Case Study Novel Series — a series of narrative case studies demonstrating the practical application of Geometric Intelligence (GI) Theory to real-world enterprise risk management (ERM) challenges. This is the English translation of the Japanese original (DOI: 10.5281/zenodo.19324419). GI Theory models a firm's operating environment as a high-dimensional differentiable manifold, enabling visualization of the risk landscape via Morse theory and derivation of optimal management actions through Lie derivatives, covariant derivatives, and optimal control calculus — the same mathematical machinery used in physics, chemistry, and engineering, applied to non-linear business risk. The setting is 2028–2029: five years after sanctions took effect, as Russia completes a shadow insurance architecture (SOGAZ + PICC + NIC trilateral) and begins routing aging, non-Arc7 tankers through the Northern Sea Route under legally and actuarially void coverage. ─────────────────────────────────────────THE CORE QUESTION───────────────────────────────────────── "The space where insurance fails to function becomes the space where safety fails to function." This is not a story about designing a new insurance scheme for Arctic accidents. The question is sharper: can mathematics make visible what law and politics prefer to leave unseen — the shape, depth, and deliberate expansion of the insurance void that Russia is weaponizing? ─────────────────────────────────────────THREE SIMULTANEOUS NARRATIVES───────────────────────────────────────── [Mathematics] Finnish actuary Sonia Halbinen (FIN-FSA) brings the problem to Meridian Geometric Intelligence. Together with Emily Hartford (IFoA Fellow) and Professor Lilul (Cambridge), she applies two mathematical tools: - Extreme Value Theory (EVT) — the Pickands-Balkema-de Haan theorem (1974–75) enables estimation of catastrophic-loss probabilities from sparse Arctic accident data. - Cyclic Filtration — a new mathematical concept formalized for the first time in this volume. It models the seasonal periodicity of Arctic risk as a geometric structure, identifying when the insurance void reaches its critical maximum. The result: critical probability κ_c = 0.34. When exceeded, the insurance void undergoes a phase transition from "manageable risk" to "crisis beyond any compensatory framework." [Information Operations] In Moscow, Dmitry Kovalsky activates БЕЛЫЙ-7 (White Seven) — an AI system built on a paradoxical design constraint: "Never lie." БЕЛЫЙ-7 uses only verified data, but selects which data to use. By isolating the 2026–2027 incident-free period, it generates actuarially plausible reports that systematically understate Arctic risk for London market underwriters and the Japan War Risks Committee (JWC). The numbers are accurate. The selected numbers lie. [Physical Reality] An aging 1987-built tanker — not Arc7-rated, carrying only shadow insurance — departs Sabetta for Tianjin through the Arctic summer. If it founders, no compensation framework exists. ─────────────────────────────────────────MATHEMATICAL CONTRIBUTIONS───────────────────────────────────────── Appendix A — Extreme Value Theory and the Insurance Manifold: Formal derivation of κ_c using the Pickands-Balkema-de Haan theorem. Neural EVT (deep-learning-based GPD parameter estimation). Conformal Prediction for 95%-guaranteed confidence intervals satisfying EU Solvency II requirements. Climate Model Ensemble (CMIP6) correction for non-stationary base space. Appendix B — Cyclic Filtration and Cyclic Persistence Theorem: Definition and proof sketch of Cyclic Filtration. Cyclic barcodes B_cyclic = {(b_k, d_k, n_k)}. Stability theorem via bottleneck distance. The transformation map Φ: {F_t (cyclic)} → {A_i ↔ A_{i+1} (zigzag)}, which serves as the mathematical seed for the Dual-Scale Zigzag Persistence Theorem proven in the subsequent work "Waterline" (2032–33 setting). Python implementation of all mathematical constructs is included in the preface, with complete reproducible code for LNGAccidentSimulator, InsuranceManifoldBuilder, and CyclicFiltration classes. ─────────────────────────────────────────GEOPOLITICAL ACCURACY (as of March 2026)───────────────────────────────────────── All geopolitical settings are grounded in verified facts as of March 2026: Arctic LNG 2 sanctions and Shadow Fleet operations (2023–); SOGAZ/PICC/NIC trilateral insurance architecture; LNG exclusion from CLC (Civil Liability Convention); HNS Convention (1996): not yet in force as of 2026; БЕЛЫЙ-7 information operations modeled on documented Russian economic intelligence doctrine (SVR/FSB joint projects); Sim-to-Real data augmentation based on IMO/AMSA Arctic accident statistics and ERA5 reanalysis data. ─────────────────────────────────────────SERIES CONTEXT───────────────────────────────────────── This is the 13th work in the GI Case Study Novel Series, set in 2028–29. It precedes "Waterline" (2032–33), to which it passes the mathematical seed of Cyclic Filtration. The series spans 2024–2041 and culminates in "The Enemy's Manifold" (already published on Zenodo).
