Abstract

This publication is part of the series Public Analytical Notes (Note 2), which provides short, analytically framed texts on evaluation and decision-making in institutional and administrative contexts. This note may be understood as primarily observational in analytical intensity. The note examines the relation between documentation and reviewability in assessments of impartiality (Norwegian: habilitet). Based on a publicly available text, it identifies a situation in which an evaluation is stated to have taken place, while the factual grounds underlying the evaluation are not documented in a form that allows them to be identified, reconstructed, or examined. The note is descriptive and analytical in character. It does not establish causal claims, normative judgments, or legal conclusions. Instead, it formulates an analytical observation that may be described in terms of criteria-lessness and limited reviewability, and explores how the absence of documentation at the level of recognition may constrain reflection and limit the possibility of learning. The note is analytically connected to the criteriology framework and the Self-Matryoshka Analytical Framework (S-MAF), and contributes to examining how evaluation criteria and factual grounds may or may not be operationalised in practice.
