Abstract

This preprint develops an effective cybernetic extension of the MetaTime framework in which agents are modeled as thermodynamic controllers rather than passive observers. Latent input is processed under finite energetic and informational constraints, prioritized by internal control weights, and converted into action-conditioned interventions that determine which records are forced into localized rendered form. The manuscript formulates internal Landauer costs, noncommuting action-conditioned completely positive maps, and history-dependent rendering as a unified open-systems framework for decision, control, and epistemic intervention. The paper is intended as a theoretical bridge between information thermodynamics, cybernetics, and action-based rendering, without making strong ontological claims beyond the effective level.
