Abstract

Public-safe analytical memorandum issued by Central Intelligence Project regarding an expanding transnational investigation involving Somali funding architecture, Minnesota remittance and fraud-related infrastructure, Yemen–Puntland maritime procurement and movement pathways, Houthi-connected maritime overlap, Iranian cyber and state-linked activity, and additional facilitation lanes touching East Africa, southern Africa, the Gulf, and the United States. This publication provides a conservative public-safe quantified floor of currently identified people, entities, countries, states, clusters, and operational environments, and explains Central Intelligence Project’s role-based dissemination model for future reporting. Sensitive technical detail, full node architecture, software/backend structure, and role-specific operational findings are intentionally withheld from this public notice due to active investigative value.
