Abstract

This document establishes the canonical governance standard for language control, designation conditions, usage boundaries, and restricted claims within the CAIS / Sal-Meter framework. It defines the formal rules for:(1) terminology fixation,(2) controlled designations,(3) reserved and prohibited claims,(4) compliance-language boundaries,(5) certification and mark-usage restrictions,(6) publication and contractor claim restrictions, and(7) derivative-system language control. Its purpose is not rhetorical limitation, but structural integrity: to prevent terminological drift, false compliance claims, premature certification claims, and unauthorized narrative capture of the framework. Publication of this document does not grant any patent license, trademark license, certification-mark usage right, designation right, or authority to claim canonical or compliance status. Any such right may arise only through explicit written authorization, formal compliance review, or certified designation granted by SICS.
