Abstract

This document is the current public PI-facing readiness and scientific coordination dossier for the Sal-Meter / CAIS kernel program. It supersedes the earlier public-facing Phase 0 PI Invitation Dossier framing and restates the program under the current kernel-program-first structure. Current execution order:External Layer-0 → SICS Internal Phase 0 → Phase 1 → Phase 2a → Phase 2b → LOCK 1 / LOCK 2 → SDK release and future broader opening. It is not a broad external competition announcement. It is not a certification document. It is not a medical, diagnostic, therapeutic, anesthesia, or psychiatric use authorization. Its purpose is to help principal investigators, laboratories, and technical teams understand:• what stage the program is actually in• what is already fixed in the canonical layer• what remains open• what can be done now through external Layer-0 feasibility or quiet readiness preparation• what should not yet be publicly overstated This record should be understood as a public, non-clinical, pre-opening scientific coordination and readiness dossier aligned to the current Sal-Meter / CAIS program reality:• external Layer-0 feasibility comes first• internal Phase 0–2b remain SICS kernel-building stages• broader external opening belongs only after LOCK 1 and LOCK 2 review What a serious laboratory may do now:• review the canonical boundary documents• identify which layer of the stack the laboratory can realistically own• prepare internal technical feasibility, personnel, protocol, and governance readiness• avoid premature public claims regarding compliance, certification, or already-open competition status This dossier is designed to reduce timing confusion, prevent premature claims, and align external scientific readiness with the present state of the Sal-Meter / CAIS kernel program.
