Abstract

We construct the holographic dual of Entropy-Response Gravity (ERG) across fifteen independent computations. ERG in de Sitter space admits a dS₄/CFT₃ dual: the three-dimensional large-N O(N) vector model at its Wilson-Fisher fixed point, with N = (L_dS/l_P)²/π ≈ 2.26 × 10¹²¹. The boundary Lagrangian is the μ-DBI theory L = F(Q) = ∫₀^Q μ(√q) dq, whose loop expansion F(Q) = Σₙ aₙ Q^(n+3/2) has exact rational coefficients aₙ = (−1)ⁿ Γ(n+½) / [√π Γ(n+1) (n+3/2)], each corresponding to an n-bubble Feynman diagram at large N. The holographic RG flow c_s²(Q) = (Q+1)/(Q+2) is measured directly in 3391 radii across 175 SPARC galaxies: mean c_s² = 0.508 ± 0.003 at outermost radii versus the Wilson-Fisher prediction of 0.500, a 1.6% agreement. Three OPE coefficients are computed and matched to data: C_T = N C_T^free (holographic bound saturation), C_OOT ~ N^(−1/2) → 0 (gravitational slip η = 1.000), and C_O∂J = μ(ḡ/a₀) = 0.474 (ACCEPT K–Γ slope). The Legendre transform factor λ = 1/√(4π) = 0.2821 exactly reconciles bulk and boundary normalisations. A crossing-symmetry bound gives Δ_σ > 0.813; the O(N) prediction Δ_σ = 1.000 is consistent with p_σ = 7.3 > 0. The Tully-Fisher exponent α = 4 in V_flat⁴ ∝ M follows from α = 1/ν² where ν = 1/2 is the Wilson-Fisher correlation length exponent; lattice gravity gives ν = 1/3 predicting α = 9, excluded by SPARC. Theory B is ruled out at >5σ by the Bullet Cluster entropy sign. The H₀ tension evolves as δH₀(z)/H₀ = √ε(z) × 13%, falling from 12.7% at z = 0 to zero at z ≫ 1. This is Paper VII of the Entropy-Response Gravity programme.
