SAFE-Matter™ HIL Alignment Specification: An Evidential Admissibility Layer for Hardware-in-the-Loop Validation
Abstract
This document defines the SAFE-Matter™ HIL Alignment Specification, introducing an evidential admissibility layer for Hardware-in-the-Loop (HIL) validation environments. While traditional HIL testing verifies functional performance under controlled conditions, it does not determine whether system behaviour can be evidenced and relied upon at the moment of execution. SAFE-Matter™ addresses this limitation by operating as an independent, out-of-band layer that evaluates evidential integrity, temporal validity, authenticity, and behavioural plausibility of system signals without interfering with execution. The specification establishes a clear separation between system capability and evidential accountability, enabling reliance decisions to be grounded in contemporaneous, verifiable evidence rather than inferred performance. This framework extends HIL validation beyond functional correctness into the domain of evidential admissibility, defining a deterministic approach to assessing whether system behaviour can be trusted at the point of reliance. SAFE-Matter operates as an independent evidential governance layer, external to HIL validation environments addressing a structural gap not resolved by existing validation methodologies.
