Abstract

This document establishes the entry-level competencies for the Clinical Judgment Integrity Officer (CJIO) role. These competencies define the observable and measurable behaviors that an entry-level CJIO must demonstrate upon completion of preparatory education, including the Clinical AI Governance Certificate (CAGC). The competencies are organized into nine domains: a Foundations domain establishing grounding concepts, three domains corresponding to the theoretical governance layers (model, infrastructure, care delivery), two cross-cutting methodology domains (audit and investigation), two cross-cutting practice domains (authority-and-collaboration, and fiduciary accountability), and a continuing competence domain addressing the velocity of change in the AI landscape. Each competency is written as an observable behavior examinable against evidence. Where a competency requires differentiation across the five-layer AI taxonomy (classical AI, machine learning, deep learning, generative AI, agentic AI), the layer-specific expectations are named explicitly. The three-concept theoretical stack — judgment as the protected construct, discernment as the theoretical heart, attention as the mechanism — runs as a vertical spine through every domain.
