Abstract

A 170-page public-source inventory of artificial intelligence governance, teaching, research, and operations at Virginia Tech. Evidence snapshot date: June 0, 2026. The document records what the university has said and done publicly about AI as of that date. It is not an audit, maturity assessment, or scorecard. Part I covers ten institutional domains: governance architecture, policy infrastructure, teaching and learning posture, tool ecosystem and procurement, academic integrity, research governance, library and information literacy, infrastructure investment, public statements, and an evidence archive. Part II contains 21 unit dossiers, one for each college, school, institute, or administrative division with documented AI activity, using a uniform six-part structure: Governance & Policy, People, Teaching & Curriculum, Tools & Technology, Research & Scholarship, and Events & Programming. Sources are entirely public: institutional web pages, news releases, faculty profiles, grant databases, policy documents, and public filings. The inventory uses no FOIA-obtained material and includes no interview data. Every major claim carries a URL. The phrase "Not publicly documented in available sources" denotes absence of evidence, not evidence of absence. This inventory is one of several companion reference documents produced from a broader study of 53 American universities, alongside an inventory for William & Mary, a peer benchmark of 23 BOV-adopted national peer institutions, and a Virginia public-source reference guide covering 30 four-year institutions. It stands as an independent reference document and is not derivative of the related working paper Governance without Readiness: How 53 American Universities Governed AI While the Workforce Moved On. Intended for institutional researchers, governance staff, faculty senates, journalists, and policy researchers seeking a citable baseline of Virginia Tech's public AI footprint. Version 4.1.0 advances the evidence snapshot from April 15 to June 10, 2026, harmonizes the document with the series format used in the companion UVA and Lehigh inventories, and incorporates developments verified through the new snapshot date. All additions carry primary-source URLs in the Evidence Archive and unit Sources lists. Content changes • Section I.A rewritten. The AI Working Committee governance contradiction is resolved: the April 30, 2026 revision of ai.vt.edu/governance.html removed the not-yet-formed language and points to published committee membership. Conforming edit in the Unit 17 dossier. • Section II. New state policy environment passage covering Virginia Executive Order 51 (July 2025, agentic AI regulatory review) and SB384/HB797 (signed April 13, 2026, JCOTS study of AI independent verification organizations). • Section IV. New entry on AI meeting assistants: built-in Zoom and Microsoft Teams assistants approved; third-party assistants disallowed on VT networks (DoIT guidance, spring 2026). • Section VII. Student press coverage of University Libraries AI engagement (Collegiate Times, May 2026). • Section VIII. New entries on the Data Center Summit (May 5, 2026, Academic Building One, 150+ organizations) and the Pediatric Health AI Innovation Hub with Children's National Hospital (June 2, 2026). • Unit 4. Two research additions: the CHI 2026 study on LLM advice and autism stereotypes (Wohn), and the image protection vulnerabilities study (Viswanath team). • Units 8/15. Pediatric Health AI Innovation Hub added to the FBRI events section. • Unit 22. CHCI Marine Corps training deployment (modified Call of Duty 4 at Sergeants School, Quantico; ONR-funded; LLM-based after-action review). Front matter and format changes • How to Read This Document. New section before Part I with audience-specific entry points, matching the series format. • About the Author. Companion inventories updated to include William & Mary, Marymount, UVA, and Lehigh, each with its DOI. • Working paper citation. Corrected to the canonical title, Governance Without Readiness: How 53 American Universities Responded to Generative AI, DOI 10.5281/zenodo.19647273. • Cover. Harmonized to the series format: AI in Higher Education banner, tagline, DOI line, simplified copyright. • Suggested citation. DOI set to the concept DOI 10.5281/zenodo.19670612; version string 4.1.0. Sources Thirteen new primary-source URLs added across the Evidence Archive and the Unit 4, Units 8/15, and Unit 22 Sources lists. Document length: 52,580 words.
