Abstract

This publication is part of the series Public Analytical Notes (Note 5), which provides short, analytically framed texts on evaluation and decision-making in institutional and administrative contexts. The note examines situations in which a registration within an administrative system appears with evaluative significance, while the evaluative basis is not identifiable in available documentation. The note focuses on the relation between registration, documentation, and evaluation. It describes a configuration in which identifiable elements are limited to registration and document reference, while the relations necessary to reconstruct evaluation—such as factual elements, criteria application, and justificatory relations —are not identifiable. The note is descriptive and analytical in character. It does not establish causal claims, normative judgments, or legal conclusions. It formulates an analytical observation that may be described in terms of criteria-lessness, non-distinct decision structures, and limited reviewability. The analytical formulation draws on concepts developed within the criteriology framework and the Self-Matryoshka Analytical Framework (S-MAF) (see Eines, 2026a–f). The note may be read as an application of these analytical distinctions. The note is based on documented material but is presented in a generalised form and does not aim to describe or identify any specific case or individual.
