HγC W3: Fluctuation-Dependent Reorganization of Structured Near-Critical Bands
Abstract
This paper introduces the first controlled fluctuation-dependent reorganization layer for structured near-critical bands in the HγC framework. Earlier work established that the coarse-graining descriptor γ may be dynamically self-selected into a finite near-critical band, that this band should be treated as a structured mesoscopic distribution, that effective time becomes meaningful only after sufficient mesoscopic stabilization, and that occupied band morphology can be described over emergent effective time. W3 takes the next justified step after temporal organization. Once the occupied mean morphology of a structured near-critical band has been stabilized as a slowly evolving mesoscopic object, the paper asks how departures from that occupied structure behave. It introduces a minimal fluctuation sector in which local departures may remain perturbative, become metastably retained, mediate weak switching between nearby morphology families, or induce history-sensitive reorganization. The scope of the paper is deliberately limited. W3 does not derive a microscopic kinetic equation, construct a path-summing temporal kernel, introduce a Schrödinger-type or QFT-type effective formalism, or claim a full stochastic theory of near-critical dynamics. Instead, it establishes fluctuation-dependent reorganization as the first controlled layer beyond mean temporal occupation: the minimal framework in which structured near-critical bands may display metastability, weak switching, and history-biased reorganization over emergent effective time.
