Abstract

This record provides the v1.6 release of Knowledge Governance Theory (KGT), the governance companion line adjacent to OPF Core v1.6. Knowledge Governance Theory v1.6 advances a deliberately bounded structural claim:public knowledge claims require explicit governance structure if challenge, incompleteness, revision, supersession, and non-final closure are to remain structurally legible without collapsing into false settlement, silent rewrite, memory-dependent dispute, or recursive paralysis. The theory does not claim authority over domain truth, replacement of domain equations, or a universal dynamics of knowledge. Its claim is narrower: it specifies the governance structure by which publicly circulating claims may be handled under declared conditions, with bounded authority, admission discipline, ledger traceability, and anti-recursive safeguards. This release preserves narrow scope, strict non-circularity, and no-overclaim discipline. The governance line remains distinct from, but complementary to, OPF Core v1.6.The two lines are adjacent, non-substitutive, and should not be collapsed into one undivided theory surface.
