Justice Decision Observability™ (JDO™): Field Definition for Execution-Layer Governance in AI-Supported Justice Systems (Public Edition, Version 2.0)
Abstract
Justice Decision Observability™ (JDO™) defines and advances an emerging governance discipline focused on improving visibility into how human decisions are interpreted, formed, and executed within AI-supported and operational justice environments. While existing approaches emphasize system outputs, compliance structures, and post-incident review, they may provide limited visibility into how decisions are formed at the point where authority is exercised. This publication introduces the concept of the Decision Visibility Gap the space between signal and outcome where human interpretation, discretion, and institutional context influence results. This Field Definition establishes the conceptual scope of JDO™, introduces its core capabilities, and outlines the operational methodologies used to observe, reconstruct, and analyze decision environments over time. These include Deployment Context Risk Review (DCRR™), Critical Event Governance Review (CEGR™), and the Decision Risk Pattern Index (DRPI™). Justice Decision Observability™ operates as a complementary governance approach. It does not evaluate system performance, assign liability, or determine compliance. Instead, it provides a structured method for documenting how decisions are formed, supporting improved visibility, reconstruction, and understanding of decision pathways. Version Control Notice (Version 2.0 — Public Edition)This publication (Version 2.0, Public Edition) supersedes all prior versions of the Justice Decision Observability™ (JDO™) Field Definition. Earlier versions may not reflect current language, scope, or boundary conditions and should not be relied upon for interpretation, reference, or citation.
