Governance Across Substrates: A Three-Layer Architecture for Hallucination Elimination
Abstract
Synthesis paper bridging three originating works (Governance Architecture for Neural Network Superposition, Interpretive Demand Routing for Frank Nagle, Demand Routing with Scattering Amplitude Foundations) into a single cross-substrate architecture for hallucination elimination. Reference implementation released as governance-filter (Apache 2.0) at github.com/i-nterpret/governance-filter. Includes neural-network governance filter (100% false-activation elimination in the Elhage toy model; feasibility — true-positive retention not yet reported), organizational demand routing with PAC bounds, and chamber-structure theoretical foundation. --- **Author:** James E.
