Abstract

Neotro Protocol Battery/Telco Observer-Layer Public Summary, Reproducibility Data, and Aggregate-Verification Package v1.1 Battery Lifecycle Records and Telecommunications Packet-Window Records This package provides public structural verification support for a boundary-preserving observer-layer grammar. Battery lifecycle records and telecommunications packet-window records are used as heterogeneous engineering trace layers to test whether admissible trace windows can retain bounded relation-coordinate organization and non-collapsed review-state outputs without conversion into a shared native metric or transfer of source-system, BMS/PHM, network-monitoring, NOC, or routing authority. This package is not a calibrated-formula-disclosure, deployment-validation, SOH/RUL-estimation, battery-diagnostic, traffic-state diagnosis, congestion diagnosis, NOC alarm validation, routing control, prediction, control, or performance-benchmarking package. Its role is to support public review of observation-unit construction, bounded engineering-domain review-state organization, source-record traceability, aggregate verification outputs and public verification manifests for the Battery/Telco evidence line. This record provides public-reference summary materials, reproducibility data, and aggregate-verification artifacts supporting observer-layer review-state organization for two engineering-domain record layers: battery lifecycle records and telecommunications packet-window records. The materials are part of the Neotro Protocol public-reference report series and provide the Battery/Telco public-summary, reproducibility-data, and aggregate-verification layer for engineering-domain records. They support machine-readable orientation, citation support, source-inventory review, reproducibility-package inspection, aggregate result verification and protocol-scope clarification within the associated public-reference manuscript scope. The record covers two public engineering-domain layers: - Battery Lifecycle State-Transition Observation This report uses MIT-Stanford-Toyota TRI Battery Cycle Life Dataset / Batch 1 public lifecycle channel records to organize battery lifecycle records into observer-layer review-reference states. The public-reference outputs include channel-level summaries, lifecycle-window summaries, self/cohort baseline comparison summaries, observer-state aggregate summaries and public source-record inventories. The outputs are interpreted as observer-layer organization, not SOH, RUL, diagnostic, control or operational-performance validation. - Telecommunications Packet-Window State-Transition Observation This report uses MAWI / WIDE Project Samplepoint-F public network traffic records from a 5-day / 30-sample retrospective packet-slice design to organize packet-window records into observer-layer review-reference states. The outputs are interpreted as observer-layer organization, not network-security detection, congestion diagnosis, NOC alarm validation or routing-control evidence. Record contents: - Public summary report materials- Aggregate public-reference reproducibility data packages- Public source-record inventories- Public feature-group summaries- Observer-state aggregate summaries- Scope-boundary notes- Public verification manifests- Public reference license notice Included files: - Neotro_Protocol_Battery_Batch1_Public_Summary.pdf- Neotro_Protocol_Telco_5_Day_30_Sample_Public_Summary.pdf- Neotro_Protocol_Battery_Public_Data_v1_1.zip- Neotro_Protocol_Telco_Public_Data_v1_1.zip- LICENSE.md Protocol position: Neotro Protocol is an observer-layer protocol that organizes transition-sensitive regions from existing records into human-review reference states. It does not replace the original battery dataset, battery-management system, network trace source, monitoring process, routing process or authorized review process. Source-system authority and operator-side decision responsibility remain preserved. Scope boundary: The materials in this record are public-reference observer-layer outputs. They support verification of the reported aggregate summaries within the associated public-reference manuscript scope. Use modes beyond public-reference reproducibility and aggregate verification, including deployment-specific or partner-authorized workflow linkage, are separate authorized scopes and are not evaluated in this record. Series position: Battery and Telco are presented as the engineering-domain public-summary, reproducibility-data, and aggregate-verification layer of the Neotro Protocol public-reference report series. Aegis 2.0/LIGHT and Quantum Compute public-reference materials are provided through separate records. Research inquiries and correspondence: neotroprotocol@gmail.com
