Abstract

This paper defines the SAFE-Matter™ Admissibility Engine, the deterministic evidential governance mechanism responsible for determining whether operational reliance upon a life-critical system remains justified at the exact moment execution occurs. The specification establishes the operational logic underlying SAFE-Matter™ and formalises the distinction between operational capability and operational admissibility. The framework does not determine whether systems merely appear functional, connected, certified, or responsive. Instead, the engine continuously evaluates whether execution authority remains admissible through valid present-state evidence. The paper defines the governing operational boundary preceding consequence and formalises the evidential conditions required for operational authority to persist. These conditions include identity integrity, temporal validity, signal authenticity, dependency-chain admissibility, configuration integrity, environmental coherence, governance legitimacy, authority validity, evidential continuity, safe-state admissibility, and recursive governance integrity. The specification further establishes deterministic enforcement behaviour under conditions involving stale evidence, dependency collapse, spoofed telemetry, governance degradation, environmental contradiction, interrupted evidential continuity, and recursive governance failure. The framework continuously recomputes admissibility from present-state evidence rather than inheriting trust from historical certification, prior inspection, institutional hierarchy, or operational continuity. The paper introduces the constitutional execution principle underlying SAFE-Matter™:Execution authority continues only while admissibility remains provable. The specification additionally formalises recursive governance admissibility through the principle that the governor itself must remain governed. The framework therefore subjects its own governance layer, enforcement logic, evidential processes, and legitimacy structures to continuous admissibility evaluation. The paper concludes that SAFE-Matter™ operates not as a conventional monitoring platform, telemetry architecture, or certification enhancement layer, but as a recursively governed evidential legitimacy architecture that continuously determines whether operational reliance remains justified at the exact moment execution occurs.
