Abstract

SAFE-Matter™ is a runtime evidential governance framework designed for life-critical systems operating within environments where human safety, operational continuity, and execution reliability depend upon continuously valid operational conditions. This paper establishes the constitutional basis of the SAFE-Matter™ framework. It defines SAFE-Matter™ as a present-state operational legitimacy framework governing whether continued operational reliance remains evidentially admissible at the exact moment execution authority is exercised. The document addresses a structural limitation present within conventional safety assurance models: the inheritance of operational trust from historical certification, inspection, testing, or compliance without continuously governing whether the evidential conditions required for justified operational reliance remain valid during runtime operation. The paper formally defines: what SAFE-Matter™ is, the governing condition it exists to manage, the operational questions the framework is designed to answer, and why historical trust inheritance becomes increasingly insufficient within interconnected and life-critical operational environments. The document establishes SAFE-Matter™ as a constitutional governance framework for present-state operational legitimacy rather than a conventional static certification mechanism.
