Abstract

This deposit presents a paired framework-and-demonstration release by Christopher W. Copeland (C077UPTF1L3). The first paper, Burden, Innocence, and Moral Compression: A Braided Lineage Model of American Moral Order, develops a diagnostic model of American moral language as a burden-routing system. The second paper, Procedural Closure and Practical Reversibility in Medicare Advantage Prior Authorization, provides the first fully coded contemporary case demonstration of that model. The central contribution is the burden-routing framework. The framework paper argues that moral, legal, administrative, and symbolic tokens such as freedom, responsibility, family, security, protection, loyalty, resilience, and correction can preserve genuine values while also relocating unresolved harm onto lower-capacity persons, households, workers, children, communities, or procedural channels. Its central test asks whether a harm signal, interpretive token, burden movement, level of addressability, rival explanation, and repair pathway can be identified before a burden-routing claim is treated as analytically serious. The framework paper introduces the braided lineage model of American moral order and develops a six-case stress-test matrix. These cases include Japanese American wartime incarceration/redress, Indian Removal and Manifest Destiny, welfare reform and personal responsibility, NLRA labor law, Social Gospel reform, and public-health emergency authority. The purpose of these cases is to prevent the model from functioning as a one-way critique: the same diagnostic procedure must be able to identify concealment, repair, administrative capture, paternalistic reform, legitimate responsibility assignment, and legitimate emergency action. The companion paper answers the framework paper’s methodological next step: a live, present-tense, contested case where the harm is not already conceded, the rival explanation is strong, and the model risks losing. Medicare Advantage prior authorization is used for that role because it is contemporary, publicly documented, administratively disputed, and supported by public evidence from KFF, HHS OIG, CMS, and MedPAC. The case is not treated as proof of the model. Its preliminary result is deliberately bounded: compatible, not validated. The Medicare Advantage companion is therefore not the identity of the full deposit. It is the first contemporary worked demonstration of the broader framework. The companion shows how the burden-routing model can be joined to control-locus saturation variables, APOF-compatible coding, rival-explanation adjudication, a disconfirmation matrix, and a minimal pre-registration template for future empirical testing. This paired release is intended to sit alongside the broader control-locus saturation and cross-locus drift materials deposited at Zenodo DOI 10.5281/zenodo.18913436. That related deposit provides the comparative methods and adjudication-target corpus across public, private, hybrid, federal, state-administered, statutory-insurance, and court-reviewed systems in the United States, Germany, and Sweden. The present release uses that broader methodological architecture while focusing on the American moral-order framework and one fully coded contemporary demonstration case. Together, the two papers form a linked contribution to social ontology, administrative burden analysis, institutional diagnosis, moral-political language study, public administration, and comparative governance methodology. The framework paper supplies the diagnostic architecture; the companion paper shows how that architecture behaves when applied to a disputed contemporary administrative setting with a serious rival explanation and explicit disconfirmation conditions.
